Фильм создан по мотивам реального уголовного дела Витебской области в Белоруссии. Там с 1971 по 1985 года безнаказанно действовал “витебский душитель”, как его прозвали местные. Ему удавалось на протяжении 15 лет обводить вокруг пальца следственные органы и пускать их по ложному следу.Начиналась история с ограбления продуктового магазина. Преступники пытались скрыться на краденом грузовике, но за ними пустился в погоню сотрудник ГАИ. Ему не удалось выследить грабителей, но по дороге он наткнулся на труп молодой девушки. Ее посчитали одной из жертв неуловимой банды.Это дело поручили опытному сыщику Михаилу Шахновичу, однако из центра решили прислать еще одного следователя – Леонида Ипатьева, для усиления следственных органов. Однако это только помешало расследованию. Каждый из них действовал в одиночку, используя свои собственные методы, не ставя в известность своего напарника. Так Шахнович пытался сблизить продавщицу магазина с Ипатьевым, чтобы она докладывала ему о результатах действий Михаила. Это не помогало. Были задержаны невиновные люди, а настоящий убийца оставался безнаказанным. И только неожиданная случайность помогла следствию, наконец, выйти на след душегуба.
